Reading the Black Sea–Tunisia/Algeria freight series

Tunisia and Algeria buy wheat and barley mainly through state agencies — the Office des Céréales and OAIC respectively — in Handysize lots for a spread of ports from Tunis and Sfax to Algiers, Oran and Annaba. The two countries are quoted as one rate.

The rate rose from 27 to 75 USD/MT: low 27 on the first print, high 75 on the last, largest weekly step +17 on 29 August. It was the lowest of the three Maghreb rates by a dollar for most of the archive.

Algerian tenders are traditionally supplied from France; the Black Sea competes when the FOB discount exceeds the freight difference. With this rate near 75 dollars at the end of August, that arithmetic had changed substantially since the winter.
